Biwater Contracting BV is constructing the Negombo Water Supply and Optimisation Project for the National Water Supply and Drainage Board in Sri Lanka through a funding package which includes the Dutch Government grant aid program, ORET.
Negombo is a coastal town 30 km north of Colombo, the capital of Sri Lanka, and is heavily reliant on tourism. The scope of the project includes the design, construction and commissioning of a 12 Mld water treatment plant, two water storage reservoirs, pumping station upgrades and 217 kilometres of associated transmission and distribution mains to augment the existing 24 Mld water treatment facilities at Negombo. The new plant will supplement the existing facilities which were built in two phases over the last 30 years and will increase the existing production facility by 50% from 24 Mld to 36 Mld and include a transmission main for an additional 21 Mld from the Greater Colombo water supply. |

The scheme includes a water asset management (WAM) programme to maximise the benefits of the new and existing assets with the overall objective of the project being to return a 24-hour service availability to 100% of the population within the service area, based on population projections through to 2025. Currently water supply services are limited to a few hours per day in a large part of the service area and do not exist at all in other parts. The WAM element includes the production of GIS mapping of the areas and a hydraulic model of the new and existing system. This initiative has optimised the performance of the distribution network and has reduced non-revenue water in Negombo via management and consultancy services.
